TCP port 3306 disabled?

Ok, I had this problem resolved before but now no longer remember how to resolve it. I just reinstalled "MySQL 5.0.27" and set the port to 3306. The problem that I'm having is the fact that I already have a TCP port open on 80 for my Apache application. This also disabled me from being able to access "SQL Client Command Line". When I enter password the screen just closes.

To the best of my ability, I remember resolving this issue through "Control Panel < Administrative Tools < Services < MySQL" but Im still not sure what to modify in there if I have to.

I dont know. I just need help resolving it. Fustrating me.. lol
