not exactly. the name can be anything. e.g. the name of a person. or the name could be "readonly" for a user that can only perform selects.
but the hostname must be the IP. and since you can use localhost i guess you can use the host name as well - but i never tried that.
so the hostname is something like "192.168.1.23" or you could use "192.168.1.%" so all computers with an ip starting with 192.168.1. cann access with that username.
