ADVICE ME: user accounts - can I drop all localhost duplicate users?

can some bring some light to this duplicate user name setup
This is a new mysql env I have inherriate from a previous dBA.

every user is created twice!
one for % [ie can connect remote from everywhere]
one for localhost

I would like to drop all the Local host user since I consider that a 'duplicate' and over head to manage all grants etc.

Now I have to do the new grant for both '%' and 'localhost' and if I miss to do that I get in trouble.

Any one see a reason why it was setup like this?

I can have the xxxxdba as localhost only
if I don't want to allow remote connection for the super dba account....
But
All other localhost use I shoule be OK to drop ? since they all login from remote application host ... true/false ?
