I have the same problem as above. I have followed the steps and now do not get the
warning: World-writable config file /opt/lampp/etc/my.cnf is ignored
as part of thexampp boot up but I am still unable to access pyhphadmin from the xampp start page. When I click on the link to myphpadmin I get this message:
Wrong permissions on configuration file, should not be world writable!

P.S. I am setting up a Drupal site and have been able to access myphpadmin prior to importing the drupal db from my live site. I also can't connect to the Drupal site as yet.
