Installing Apache

I am using Windows 2000 Professional and I am beginning to believe that MySQL does not work in the IIS environment, so I have installed Apache.

The documentation asks that Apache be installed with the following command into the bin directory:

apache -k install

When I enter this I get:

<OS 10048> Only one usage of each socket address <protocol/network address /port> is normally permitted.
:make_sock : could not bind to address 0.0.0:80
no listening socket available

What should I do now? I have attemted to get Apache documentation that deals with this sort of thing and I can't find anything that covers this type of detail. If there is documentation on teh Apache Error messages, I would appreciate it if I could learn where to find it.
