Matt,
Since I almost completely use linux I will assume that the process is somewhat the same.
First you can install apache and make it work. Then you will need to install php for windows and configure apache to work with php. Then you need to install perl and perl-dbi and I believe perl-uri. The last 2 items are the tools need for to help php talk to mysql.
