There is talk of being able to write stored procedures in other languages in the future. If and when this includes java is anybodies guess.

There are thousands of developers around the world developing Oracle stored procedures for example in a glorified Notepad text editor and getting greater power than using something like Java and Eclipse. The point of stored procedures is that they are closely linked with the DB offering greater performance for data intensive tasks.

Personally I'd prefer not to tie myself to a particular IDE, that way when I'm on a client site and they tell me all I have is a commad prompt, VI and standard command line access to the DB I'm well equipped to deal with it.
