Can not get IE in windows to recognize mysql:\\

I'm using PEAR and it is making calls to mysql through what looks like an ie connection of the form:

mysql://username:password@localhost/databasename

I get an error: [DB Error: extension not found]

Is there a special service or plugin to make this work? I'm confused about what is going on here.
