Yes the way mysql was removed probably had something to do with it (Been there, done that!). SC is actually a windows command, so it can be run from anywhere in a command window.
I think I may have got the syntax wrong last time I told you, since I was recalling from the top of my head.
Try:
sc delete mysql
Services control panel in Windows XP is located in Control Panel -> Administrator tools, Services. I would imagine mysql would already be stopped. But you can double check here. Just be careful what services you start and stop!!
