Need some direction please.

I am trying to figure out if MySQL is a viable solution to what I'm wanting to accomplish. I am creating a small service database that keeps track of all sorts of service related things. I have looked at various examples and a majority of them seem to use a combination of MySQL, PHP, and HTML. I am not concerned with making this database accessible from the web. So therefore I wonder if this is the route I should be taking. I guess I'm curious what some of the other ways are to access the data. Could I create VB forms and setup a data connection? Are there some good books out there on MySQL or tutorials? I'm just a little lost and am looking for some good basic knowledge to help get me going in the right direction. Thanks in advance for the help!
