I entered the GRANT statement you show in your third posting on my server and it works (not through PHPAdmin):
GRANT ALL PRIVILEGES ON * . * TO 'steven'@'%' IDENTIFIED BY 'password' WITH GRANT OPTION;
Your error message, though, has oddities in it:
"SQL syntax near 'mysql > GRANT ALL PRIVILEGES ON * . * TO 'steven'@ '%' IDENTIFIED BY 'p' at line 1"
Are you typing "mysql >"? I shouldn't see that in the message. Also, are you putting spaces around the dot, as in "* . *"? There shouldn't be any. Try copying and pasting just the grant statement as I've copied it here. It should work.
