Some rookie questions about running MySQL on Windows

Greetings MySQL Experts,

I'm a total beginner when it comes to actually running databases and servers on my own machine.
I have a webmaster account with everything installed, and I'm working with PHP and MySQL a little bit.

However, I recently downloaded PHP and Ruby on Rails and I'm considering running MySQL on my windows 2k box so I can experiment locally.

Can I do this? Will I be able to use my local browser to view local web content with PHP and MySQL? Do I need to run Apache to do this?

If someone could just help me out with a simple explanation, before I go downloading stuff and start installing everything, I would really appreciate it. Also, if you could just let me know the bare minimum of what I would need to get this started.
