starting up my mysqld on 192.168.1.253 and not localhost ?

Hello!
Did install my mysql on the localhost.
I would like the server to be associated with my ip-number and not localhost,
a way to let other be able to access my database over the internet - opening up my router.
How do I do to change from localhost to my ip ?
is this done in my.ini and then restarting the server ?
