The first questions is, have you installed PHP on your machine? (not phpAdmin which is a program that runs via PHP).

If your just looking for a GUI program you can use either

http://dev.mysql.com/downloads/query-browser/1.1.html

or

http://www.quest.com/landing/?id=104&adcode=QuestSoftwareWebsiteSecondaryToadforMYSQL07132005

There are also plenty of others around.
