Unable to connect to localhost

After installing mysql 4.0 (using the MSI), I tried to type in :
C:\www\mysql\bin>mysql -u root -p
I get the error message:
Enter password:
ERROR 2003: Can't connect to MySQL server on 'localhost' (10061)
What should I do?
