"already have" implies one of these:
* There is some kind of DATETIME or TIMESTAMP in the table to give time ordering.
* You need to interrogate (SELECT) the table to see if something is already in there.

The "proper" way to produce the report would be to have only the raw data (Country | Band | Mode | Details ). It should also include a DATETIME. Then, during the printout, you deduce the "New xx" information.

Also, TEXT is not a good datatype for everything. Consider VARCHAR(30) for country, ENUM for band and mode.
