cron and EVENTs serve the same purpose -- periodic invocation of something.

STORED PROCEDURE and plain SQL code serve the same purpose -- execute some SQL.

Mix and match as you wish. The "best way" depends on various aspects that have not been discussed. In my opinion, there is not enough difference to indicate a "best way".

On the other hand, I claim that PARTITIONing (plus associated cron/EVENT and SP/code) is the "best way" to purge time-ordered data.
