MySQL / WebFront End / Best Language to support?

Transitioning from MS SQL and C# and want to build a linux based application with a MySQL database. I need a web fronted application and want to know what I need language side that will support the solution best.

PHP seems standard and I recognize the CSS/HTML/Java components value so where from there. Considering RUBY on Rails. I'm trying to do this efficiently and stubble with all the options and various starting points.

... PHP seems ok, but from what I've read, not the easiest to learn, can be quirky . I would really appreciate any comments, recommendations or criticism.

Finally just to sum it up. OpenSource, New developer, new to MySQL, OpenSUSE, a dozen tables, multiple joins, ect...

Questions welcome.
