So this line was set to 16M and was failing. I set to 1024M to see if that was a better amount but failed again. I commented it back out and the service started right up. Maybe it's a misprint of sorts in default 5.7 installs? Each time 5.6 installed perfect and 5.7 hung...weird?
#innodb_additional_mem_pool_size=1024M
