COUNTY CHAR() is missing a length specifier.
The error report you excerpt is from Create Table, not Load Data Infile. It suggests that the problem lies in the column def just before `description`.
If you have a Load Data Infile error, post the statement, a couple of lines from the input file, and the complete error message.
