if all of your users are local, I would start with a regular database program (i.e. MS access, etc.) on a desktop and tinker with that until you get more comfortable with using and creating databases. There are a lot of security concerns to consider when making your database(s) accessible to the internet. I would talk to a professional before going that route. You can also look into taking database classes at a local community college or ROP. They are great resources and can help you learn a lot!
