Disk space is not freed up until mysql is restarted

I am running mysql Ver 14.14 Distrib 5.5.34, for debian-linux-gnu (x86_64) using readline 6.2 in a replicated setup.

I keep getting alerts that I am running out of disk space on the slaves and when I look at lsof I find that the main culprit is /var/log/mysql.log.1 that was rotated out. The only solution appears to be to restart the mysql server to remove the log. Is this correct? Is there another solution to this problem that doesn't require a full restart?
