You are being asked to make backups of a MySQL database and you don't appear to have the privileges to do so.
You have two choices:
(a) Pass the job on to someone else who has those privileges, or
(b) Get them for yourself!

If you're being asked to take backups of this database then, by implication, you may be expected to restore said database from that backup. To do so, you're going to need some pretty high levels of privilege, without which you simply cannot do the job.
