Given that you specifically mention Excel and have CSV files to work with, would MS Access not be a better starting point for you?

It shouldn't (famous last words) be too difficult to import the data and you can write SQL with it - once you've bludgeoned the rotten thing enough to stop it being all "helpful" on you. :-)
