Enable remote access

Hi all,
Right now i am using Mysql in aws Amazon ec2 and i would like to enable remote access to it. I tried setup bind-address to my ip-address already but still not working it says "unable to connect to 'my ip'".Moreover, i have already add inbound rule on my pc (3306 Mysql port).
Does anybody have any idea what else should i do?
