The feature you are trying to use is on a network resource that is unavailable.

ExecSummary: Such Windows issues are known to occur when applications are not uninstalled correctly, which corrupts the Windows Registry.

OS-level errors are passed on to the user by the applications that received them all the time. It's pretty essential to how software works.
