mysql_install_db --datadir= --basedir= results in FATAL ERROR

mysql_install_db --basedir=$MYSQL_BASEDIR --datadir=$MYSQL_DATADIR
FATAL ERROR:

Doesn't say much about the actual error. What am I missing?
