I see two problems.
1) You have a BEGIN but no END
2) You are trying to reference the OLD pseudo table in an INSERT trigger. You are only adding new information to a table in an INSERT command so there is no OLD.anything to compare a value with.
I think you meant to create an AFTER UPDATE trigger.
