You say SIN, which is what the number is called in Canada, which severely restricts private use of SINs. If you meant the US SSN, it's still a terrible idea to use the SSN as an ID, some states are already restricting such use, and more soon will.
And DOB can have dupes.
Better solution: have the user pick a user name on which you enforce uniqueness.
