Have you checked the status of MySQL in the XAMPP control panel? Given how XAMPP installs the Apache and MySQL services, I think the key thing you have to look at is not the task manager, but the XAMPP control panel's indicators. If you have the control panel installed and running, you should see an icon for it in your taskbar's notification section. If you do a right click on that icon, you will see the actual running status of each of XAMPP's servers and you will have the option to stop or start each of them.
