implies that this lives on:
--default-character-set=charset_name

Meanwhile, I doubt if the variable or the my.ini entry ever existed. At least, I don't see it in
http://dev.mysql.com/doc/refman/5.0/en/server-system-variables.html#sysvar_character_set_server
