What user "owns" the mysqld process?
Start | Run "services.msc"
Find the mysql service.
Right click | Properties.Log On tab You will see the account used to run mysql service.
On later MySQL versions it's NETWORK_SERVICE.

That account needs to to have permissions on the folder/file where you place your input file
