Access denied when trying to set Users and Privileges and restoring from SQL file.

I removed "Drop Table" privilege on remote (client) copy of mySQL 5.5 because someone at their company accidentally dropped a table.

After doing a local restore once from client copy, when I tried to do new restores (update my local copy to theirs) I can not perform because the local copy now would not allow me to "Drop Table".

I tried to reset the Drop Table permission on both remote and local database but was denied on user "root@localhost" (using password: "Yes").

I don't know how this was changed as I never edited local permissions except to remove "Drop Table".

How can I restore full permissions.
