To make a long story short, the problem is the mysql windows command-line tool. Notepad was also a headache as the Windows puts a weird character in the first byte of utf-8 files. However, even if you cut and paste the individual command, the mysql cl tool just cannot handle it. At least I haven't been able to find a way.

The answer is to resort to a 3rd party sql tool. The NetBeans 6.7.1 sql tool handles unicode without a problem. I understand that Toad for mysql does as well.
