By the great scotts of iceland, you've done it!

I looked up SET NAMES, which seemed deprecated and replaced by mysql_set_charset. Using that little command along with my database connection fixed the problem entirely! I don't quite understand why the connection from the client needed that bit of code this time around, and not on the prior host, but I don't care at this point - just glad to finally have a solution after spending far too many hours on this problem!

Just FYI, I've been through the my.conf file a dozen times, and the .sql dump as well. Neither one has "latin1" in it at all. I have no idea where/why the latin1 kept coming in to play, but it must have had to do with the client connection somehow...!
