changes on master not being passed down

Here is the setup that I've got mostly working.

[main server] - [local office connections]
|
------------------------------------------
| | |
[federated DB] [federated DB] [.....]
| | |
[master-master [master-master [.....]
replication remote] replication remote]


We've done this because of a need for our sales team to have write-access to ordering and contacts databases when away from a VPN connection or otherwise offline. Not pretty, but it's mostly working. We're currently designing and so far this is the best solution to our problem.

So far the only part that doesn't work is any changes made to the main server get passed to the federated table, but then not passed down the master-master replication between the federated tables and the remote computers.

Is this a quirk in the way federated tables work? If so, will the local offices need to connect through a federated database instead of directly to the main server?
