Ah, DATA/INDEX DIRECTORY is not supported on windows. There should be a warning about it during the CREATE TABLE.

You can probably use junctions (i.e. symbolic links) if you are on a recent windows/ntfs version, although it is not supported by MySQL it works on the OS level under MySQL. And that way manually set up the files.
