MySQL error number 1130:

i m facing dis problem since last 1 month...
at 1st time i could install msysql server successfully but whn i formated my pc n gotta reinstall d same stuff again i got d same error:-

""could not connect to specified instance
mysql error number:1130
localhost is not allowed to connect to mysql server"""

n even it shows d same error whn i install MYSQL GUI!!!!
n yet i m not able to solve dis problem..

i m desperate to over come frm such critical problem...

so plz plz plz nebody who could solve d same problem before den i request dem to share ur idea or any trick because i hv searched so maay FAQ but still hv not gained ne proper answer..
