Hi all,
I've spent hours to install MySQL in Windows 7 and at last luckily succeeded !
What I've done were:
1. Turn off Windows Firewall.
2. Start setup mysql.
3. Run MySQL Instance Config - follow the wizard, untill the 4th step to set security setting, I failed many many times!

But suddenly, I left the current password blank and it succeeded! So, the cause of failure was incorrect old password! Since I've never succeeded before, my old password MUST be empty!

I've tried running the wizard again with firewall turned on, it's still succeed as long as you give the correct old password!

Yeah, that's it! Hope it would help ones having the same problem as mine.

Nam.
