If anyone is having this problem it took a bit but I have made it work. Basically the problem stems from not having an essential windoze networking service or sharing or discovery type services enabled or running. Once you have installed all the required services and ensured firewall ports and exceptions exist then you need to go through your services to see what may not be started or have been disabled. These will give you the 10061 and the 1067 error codes. I didn't look those up but they went away and the install is now functional.
