My MySQL server runs quite happily on a Win7 desktop, but it is small, and has only a handful of users.
Win8 Desktop Vs Windows Server 2012 depends on how much traffic you want to throw at it.
Win XP used to have a limit of 10 (I think) concurrent tcp connections, Win7 has increased to 20. Windows Server is only limited by your bandwidth. So it really does depend on your expected traffic.
