MySQL and PHPMyAdmin #2002

Problem:
I managed to install mysql 5.6 community edition on my Windows 2008 R2 Server and via the command rule give the root user the privileges to reach the mysql install from remote machine. Now however I wanted to make it easier for myself to grant all future db users to be created from the remote machine via mysql workbench and a tool I pref use navicat for mysql.

No in order to make it more easier for me I decided to install manually phpmyadmin with the IIS. Guess what - #2002 when I try to logon via the phpmyadmin webinterface. mysql listens to port 3307 for remote access.

Why does my mysql install accept remote access via navicat with the "root" user and the password I set but not locally via phpmyadmin?

What have I overlooked.
