Broken MySQL, Re-install doesn't seem to help

I'm new to all this kind of setup stuff, so sorry if I seem derp.
I'm using Linux.

Our MySQL account got hacked into, We managed to change the password in time.
Unfortunately, It was a little glitched; I could connect from any other host with only the old password, but from that host with only the new password.

I looked into the mysql.users table, and deleted all but one (Probably a bad idea...), and then it wouldn't even connect from the localhost.

After some time of messing around with deleting configs, making new ones, changing settings, I cant seem to get it back working again. Reinstalling the operating system isn't something I can really do at this time either (It has like 100GB of files on it that I need).

Using phpMyAdmin, this is all that shows up on the server (http://puu.sh/4hexP.png), and I can't create any databases either (http://puu.sh/4hez6.png).

PLEASE SOMEONE HELP!
