The reason I was deleting the old version and upgrading to the new was that I lost my passwords. It seems that the “Remove MySQL Products“ option does not actual do that. After running remove and installing I was asked for the “current root password” which I assumed was the one to be used with this new install. But apparently that password is saved in

"C:\Documents and Settings\All Users\Application Data\MySQL"

which the “Remove MySQL Products “ option does not remove. When I deleted this directory the install worked.
