Use another client such mysql control center, or sqlyog, mysqlfront, just only for check what is going on, after that you can work with php.

One way to solve this is.
1-Log in to mysql administrator.
2-Select startup variables from left panel.
3-Select Security Tab.
4-Activate check list Use Old Password.
5-Select Service Control from left panel.
6-Select Start/Stop Service tab.
7-Stop Service.
8-Start Service.

That's all....
