THIS WORKED ON A MAC / OS X - THANK YOU!!

Hi. I had the same problem on a mac running Os X. I could not find a my.ini file anywhere. Anyway, after reading this post I did the following:

1) I set password to empty with MySQL Administrator
2) Logged in with root/[no password] using phpMyAdmin 2.7.0-pl2
3) Went to "Change password" and selected "MySQL 4.0 compatible"

It must have done automatically some of the steps mentioned here because now everything works.
