I receive the same error message if the UNIX user I'm logged in as doesn't have proper permissions to run mysql. I solved it by copying /usr/local/mysql/bin/mysqlto $HOME/bin/mysql, setting my user as the owner of $HOME/bin/mysql (chown user mysql) and making sure $HOME/bin was in my PATH. Now it work without error.
