If you have a complete set of intact data files and a my.ini to match, this may well work: install the same mysql version, stop the mysql server, restore my.ini and all the data files, delete iblog*, make sure the mysql service is using the right my.ini, then bring up the server and watch the error log.
The more the restored mysql version differs from what was previously installed, the more likely it is that there'll be problems. I'd go for an exact match.
