I did not look into it very detail, so cannot be sure, but looking at your having clause, it sum something from the last table. Sum ignores all NULL rows, and if the only values is NULL, sum will return NULL, your SUM(...) is not null may be filtering away those non-matching rows.
Still, I am not too sure, since I did not look into your join and join condition in detail.
