The build doesn't really support cross compiling well, but native build on Linux or other Linux on ARM should work.
If you need to do cross compilation, you could try the instructions on
http://forge.mysql.com/wiki/Linux_Cross_Compilation
But I'm not sure the description is valid any more. And that page is for 5.0 and 5.1, cross compiling for 5.5 is another story,
